Chula Vista's next Primary Municipal Election will be consolidated with the Statewide General Election. The purpose of the 2026 elections is to elect individuals to the following seats:

Important Note: The candidates listed below may or may not appear on the June 2026 ballot. Only candidates qualified for the ballot will be eligible to be voted upon. Once candidates are qualified for the ballot, the date they qualified will appear below.
*The nomination period for these offices begins in February 2026.
Mayor John McCann, a lifelong Chula Vista resident, is a decorated Navy Veteran and successful small-business owner. McCann’s solution-oriented approach prioritizes public safety, neighborhood improvements, decreasing traffic congestion, and support of local businesses.
McCann was raised in a working-class family by a single mother who worked at the Rohr/Goodrich Aerospace Factory. He attended Bonita Vista High School and earned a Bachelor’s Degree in Economics, Master’s Degree in Economics, and worked at the nonpartisan Congressional Budget Office.
McCann’s championship of public safety has moved the City of Chula Vista to a Top 10 Safest City with a population of over 200,000 in the United States. McCann’s leadership has increased the number of police officers from under 200 officers to over 260 officers city wide. Under McCann’s guidance, Chula Vista has doubled the number of police patrols, implemented police body-worn cameras (increasing transparency), implemented a new GPS police dispatch system (to alert the closest unit available to respond), championed the new Drone System, and instituted the Live 911 system, giving officers real time information for more effective and faster responses. He also helped create the Homeless Outreach Team program to assist homeless getting off the streets and transition into a better life.

Dr. Joy Emmanuel, D.O. is a long-time resident of Chula Vista District 1, where she has lived for nearly 30 years. As an osteopathic family medicine physician, mother, homeowner, and community advocate, she understands the needs and unique strengths of the district she hopes to represent.
She is not just invested—she is deeply rooted in the community. Unlike typical political candidates who move into the district to run, Dr. Emmanuel is a true resident of District 1, with firsthand experience navigating neighborhood issues and working directly with local families.
As a physician, she brings more than 20 years of hands-on experience in patient-centered care and problem solving. Her work focuses on listening, diagnosing, and taking action—qualities she believes are essential for effective leadership in city government.

Chuck Sanfilippo was born and raised in the South Bay and has been a resident of Chula Vista for over 25 years. Like many South Bay families, Chuck was raised in an immigrant, blue-collar household. His mother was a waitress at IHOP and his father was a fisherman. They didn’t have much, but they were determined to build a better life for their family. From a young age, Chuck’s parents instilled in him the values of hard work, respect and discipline.
Chuck began his career as a military defense contractor. For 10 years, he worked at General Dynamics Convair & Space Systems in the Industrial Security Division. After the closure of the facilities, Chuck transitioned to a new career in construction as a Heavy Equipment Operator. Chuck worked his way up and eventually started his own small business in the construction industry.

I’ve lived in Chula Vista for over 20 years with my wife, 3 children, and a dog. I raised my family here, and built a successful professional accounting firm here. I currently serve as president of the Rolling Hills Ranch homeowners association. I was a volunteer at school and in youth sports while my children were growing up. I am currently a member of the Chula Vista Measure P Citizens Oversight committee where I have served since 2018.

I am a proud wife and mother of three boys, and for 24 years I worked as an educator supporting children with disabilities and their families. Education has always been close to my heart because I know firsthand the challenges our children and parents face every single day.
I was born in San Diego, raised in Tijuana until I was ten, and for the past 33 years I’ve called Chula Vista my home. I’ve lived in District 2 since 2000, and this community has shaped who I am today. Like many of you, I grew up in a single-parent household, faced struggles, and even had to leave school for a time. But I never gave up. I went back, finished my education, earned my degree in Liberal Studies, and became a teacher. That journey taught me resilience, second chances, and the power of community support.

I am a lifelong resident of Chula Vista and proud to have raised my children here. This community is my family's home, and I am committed to ensuring Chula Vista remains a safe, affordable, and welcoming city for families, individuals, veterans, and seniors alike. My experience spans more than 35 years of service, providing the leadership, perspective, and commitment needed to help strengthen Chula Vista today and for future generations.
Professionally, I am a Community Planner and Project Manager, managing military installation assets, including utility systems, real estate, facilities, and critical infrastructure. I regularly coordinate with emergency services, housing providers, schools, hospitals, federal and state agencies, and local governments throughout San Diego County. I have managed multimillion-dollar capital projects and smaller initiatives with a focus on fiscal responsibility, full transparency, and long-term planning. I meet regularly with community and tenant leaders to listen to concerns, address challenges, and develop practical, collaborative, and cost-effective solutions.
I currently serve as a committee member representing Chula Vista District 2 on Measure A for Public Safety Staffing and Services for the Fire and Police Departments, further strengthening my commitment to responsible oversight of public funds and community priorities.
