Chula Vista's next primary municipal election will be consolidated with the Statewide primary election on Tuesday, March 5, 2024. The purpose of the 2024 elections is to elect individuals to the following seats:

On 12/20/2022 the City Council declared the City Attorney seat vacant and called a special municipal election to be held on Tuesday, November 7, 2023 to fill the vacancy. David has been a lifelong resident of Chula Vista. Growing up in a faith based home, David’s family instilled in him the values of service and charity as essential components of being part of a community.

This lifelong commitment to community service started at a young age when he attended Valley Vista Elementary School and became part of the “Safety and Peace Patrol”, helping fellow students resolve conflicts constructively. As a teenager, he participated in numerous community service activities through his youth group, including helping elderly members of the community with daily tasks and food distribution, and engaging in clean-up initiatives throughout San Diego County.

As a middle child of five siblings, David has always been an active member of his family, helping to raise his younger siblings and now taking care of his aging parents while also mentoring his nieces and nephews.

David’s family played a significant role in his life, and he was deeply inspired by his immigrant parents’ unwavering determination to provide for their family of seven, owning and operating a successful auto body shop for 35 years. This experience instilled in him a profound appreciation for hard work, sacrifice, and perseverance, even in the face of limited resources and language barriers.

Following his passion for community service, David started volunteering for the San Diego Pride parade in 2013 and became one of the directors. This experience led to him being recruited by a prominent San Diego production company, where he worked to initiate the first Harborfest in Chula Vista, a community-based event promoting the Chula Vista bayfront.

At the age of 25, he established his own production company, Reve Productions, a Chula Vista based business which produces many large-scale community events, non-profit galas, and corporate events around the region. Currently, he takes great pride in the work to help new nonprofits and foundations build their presence in the community through health fairs, 5k runs, and galas.

In 2020, motivated by his passion to help those in need, David founded Arena Home Care to provide high-quality and personalized care to elderly and seriously ill clients. Today, David remains dedicated to serving his community and is committed to making a positive impact in the city he has called home his whole life.

In his spare time, David indulges his passion for the arts and takes delight in exploring various cultures through travel. As an avid art enthusiast, he enjoys visiting galleries and exhibitions and as a proud Dog Dad, he enjoys taking Apollo, his Australian Cattle Dog, on walks around his neighborhood.

Michael Inzunza was born and raised in Chula Vista. His children attend school in our neighborhood and he has been married for almost 20 years to his wife Alejandra, principal in the Sweetwater School District.

Michael has spent his entire career advocating for our community as a classroom teacher, administrator and committee member in several non-profit organizations including the San Diego Foundation. He currently serves our city as an appointed Chula Vista Commissioner by former Mayor Mary Salas and current Mayor John McCann and was also an appointed Children, Youth and Families Commissioner by the Chairperson of the San Diego County Board of Supervisors.

Professionally, Inzunza works for the California School Boards Association representing school districts in our region working closely with school board members and state legislators to ensure adequate funding and support services for every public school in our community. As a civic-minded community leader, Michael has been recognized state-wide with a resolution from the former California Lt. Governor, KSWB’s Hispanic Unsung Hero Award and with several regional recognitions for his tireless efforts in fighting for our city.

1. I will always support allowing the public the opportunity to speak to the council. I am not certain if you are aware, but i was highly encouraged to apply for the appointment. I refused and publicly said that i wanted to earn every vote to get elected by my neighbors the correct and democratic way.


2. My donations are from people that I have grown up with, worked with or have seen my dedication to my community over the last 30 years. This depth of my fundraising only from individuals along with my long list of endorsements should demonstrate how much people believe in me and my extensive experience. Almost every donor is from the South Bay and most grew up in Chula Vista. 


3. I have spoken to over 3,000 people at their doorstep over the last 6 months providing them campaign literature, telling them my position on issues and listening to them. I am the only candidate talking to voters almost daily. I don't know what you're referencing about locking everyone down or overreaching into people's lives. 


4. Your quote from my website only references how long i've lived specifically in District 3, which is 12 years, but i was born, raised and lived almost my entire life in Chula Vista. I have a passion...

I have a passion to prioritize Law Enforcement and Public Safety, to get homeless off the streets, decrease traffic congestion, and increase home ownership opportunities for the community when elected to the City Council.


As a Marine Corps Veteran I have a passion to fully fund the Chula Vista Police Department and Chula Vista’s law enforcement efforts. I support our Firefighters and first responders to make our neighborhoods safe.  I will be committed to increase police patrols to increase the police presence in District 3.  I will fight to decrease crime and make sure even the smaller crimes like stealing packages and car break ins are fully investigated. 


I have a passion to work to get homeless off the streets by not allowing homeless encampments to come to our community, helping homeless veterans and provide homeless opportunities to get them treatment from non-profits.  I will fight to stop the drug use and crime from this epidemic coming to Chula Vista neighborhoods. 


I will work to decrease traffic congestion by opening long awaited street improvements and fight to expand lanes and push to remove tolls on the SR-125.

Hello!

My name is Leticia Lares; I was born in Tijuana, Baja, California, México. My grandfather fought for this country, and because of the deception of war, he migrated to México. There, with lots of struggle in Baja California, he and my grandmother raised eight children.

I remember growing up happy in Tijuana, and the mid-1980s, there was an unsafe wave that started to rise, and it was the drug cartels.  My mother and father saw how the peaceful climate in the great city of Tijuana started to change, and they saw a need to flee from it and decided to migrate to the U.S.A.

San Diego, California, was our haven, where we stayed away from the dangerous place. When we arrived in California, the very first city we lived in was San Ysidro.  There, I made some new friends, especially those I met on the school bus transporting us to Mar Vista High School. Those friends I made while on the bus are still my friends. A year later -the following school year- we moved to Imperial Beach. My family has been living in IB for the past 34 years.

What can I say from my high school years? My altruistic life in the United States started in my school through the MECHA Club in my city and throughout San Diego, supporting different nonprofit organizations. And at the same time in my church. Then, I graduated from Mar Vista high.

In the same summer, I started attending Southwestern College in Chula Vista, and my group of friends grew more significant, especially when I joined the SWC Christian Club. There, with other students in the club, I learned and confirmed what God says in His Word (Bible): “It is more blessed (joy) to give than to receive” (Acts 20:35). There, I also met the man that until today is my husband.

In that period, we started volunteering and working with children and then throughout the SDSBA with the youth around San Diego County. We got married in 1997, and we started a family. It was complicated for me to continue in school, so I dropped out of college and dedicated my life to my family, raising the three kids God blessed me with, and my ministry children, youth, and women at church. It was then, in 2007, that I went back to give out in my community. My daughter turned five years old and started kindergarten at Rice Elementary School.  I joined the school as a volunteer parent, and then a year later, I was there as a representative for parents in ELAC, for the district in DELAC, and one year as a school site council secretary.  I supported there with two children for eight years (three principals). My volunteerism had grown out in Chula Vista from the school and then stronger. My daughter attended a Girl Scout Troop for daisies at Harborside Elementary School. That activity helped me to get to know more people, other mothers with their daughters, and the same interest in keeping our community clean and healthy for our children, not only in the schools they attended but also in the community and extracurricular activities. Then, there was a need for the new school year; our girls needed a troop leader to continue, and I became one because nobody else had the time for it. Did I? No, but if I was taking the time to bring my daughter, I decided to give SDGS some time I had left. And on November 7, 2006, I inaugurated the Girl Scouts Troop 5344 with all Hispanic girls in Chula Vista at Rice Elementary. There, San Diego Girl Scouts mentored me on how to do it, and the moms and girls encouraged me and empowered me to let my fear of speaking English in public disappear. I was the leader, but I must include the mothers of those girls. They helped and supported me for the following years until the first girls graduated high school. There, serving my community outside of home and church became my passion.  I was helping the Rice Elementary School parents’ community. The parents were happy, and I informed them about opportunities in the school, within the city, nearby cities, and a few times outside our county.  We were happy serving others as volunteers, and together, we formed a strong group teaching 25 girls the same: to serve others, even overseas (Philippines). I moved to Hilltop Middle School from elementary school and continued volunteering for the parents. Then, as my children were growing, I divided my volunteering hours between the schools: Howard Gardner Community Charter School, Chula Vista High, and Hawking Charter. Always during school hours, trying to encourage everybody to do the same, to serve others, and to be as happy as we possibly are. In the eleventh year of my volunteering wonder years, the economy started going bad in my home.  I quit my volunteering time in the schools and started working as a substitute just a couple of days a week. And then, a terrible thing happened. And we were not able to recover economically and ended up homeless. We never shared with friends about our situation; every day after school, I took my children to buy food and then spent the afternoon at Harborside Park when my husband was out from work, we drove every night to Imperial Beach for our children to sleep in my parents’ home and me and my husband were sleeping in our minivan. Only a couple of friends knew about our new situation, as our kids didn’t want anyone to know about our situation. Our children continued attending their respective schools as if nothing had happened because I tried my best to keep our daily activities as normal as they were before, with their extracurricular activities included and with the difference that we lost almost everything donating it to Goodwill.  In the intervening time, we, as parents, struggled to "bring the boat back afloat." It took us fifteen months with so many challenges and sad events. As our children continued growing up, I decided to return to college and transfer to university. I’ve been working to help until now, and what motivates me the most is what I learned in my youth years; I strongly believe that serving others is the way to be happy; at least, it is for me! Doing so gives me a goal to pursue and great satisfaction working for something I believe in; the best is triumph over it.

It takes a community working together to succeed, just like it happened with the Save Harborside Park Movement.  Thank you, Chula Vista, for those 26 weeks of support!!!

This has been a great experience, and I learned so much about how we can make things happen in our community that I never thought I would be involved in a situation like the fight over a park, my park! And again, as a volunteer resident serving and beautifying my neighbors, my children, and yours in West Chula Vista for the past 17 years. I'm inviting you to continue supporting me.  I am not a politician and do not have the experience of a politician. I am a resident just like YOU, SPEAKING UP and RAISING my voice for my community of District 4 because ENOUGH IS ENOUGH.  In this district, the failed choices of present and past politicians are visible and undeniable. We have been underserved for years, and I believe we deserve better. In our district, we have the most vulnerable people, the working class in its majority, that precisely because we are so busy working and attending to our families, we don’t have the opportunity to go and question and request those we voted for to fix the challenges we face when we go outdoors within our city, streets, sidewalks, park, and sometimes even people.

Now that I have gotten involved deeper in my community, I have learned that I can do more for Southwest Chula Vista in District 4.

So, I have decided, encouraged by some of my friends and neighbors, that we do not have to suffer under one-party majority rule in our city.  I want you, neighbors, and friends to help me bring back common sense and balance to our city… I cannot do this alone.  I need your support, neighbors. Let’s WIN together!

I am not a politician, and I always vote for my values.  I am running as a non-partisan candidate because everyone's voice matters.

I confess that I left the Democratic party and joined the Republican. That is not perfect, but we share the same conservative values: God, Family, and Country.

I’m not a religious person either, and there are no perfect people in the world, but my values are essential, and the most important is to keep our families safe.   As a Latina, I don't have to be a Democrat, and I invite you to do the same.  Give up the tradition and support me if we share the same values. I firmly believe that if the family system is NOT strong, our society will be as weak as it is right now, affecting the whole nation.

In our community, the deterioration is attributed to the humanitarian crisis known as homelessness, and the politicians only keep playing that card over and over and ignoring our other needs. We all are affected by the increase in the cost of living, unsafe neighborhoods due to the rise in crime, dirty streets, homelessness, marihuana use and abuse of drugs by minors in our parks, and fentanyl killing the homeless and leaving them dead on the streets. And the need for green open spaces for the whole family to enjoy the outdoors, including the pets.

Let’s get together, neighbors, and fight for the best asset we have for our families.

Q1: In light of the proposed regulation to reduce the allotted time for public commentary from five minutes to three minutes at Chula Vista city council meetings, I would like to hear your perspective.

As I explained before to our representatives in the meeting where they presented the tentative “proposal’? The public has the right to speak and participate during the meeting because we have freedom of speech. When something is mentioned that a representative feels offended by, that is their problem. Unless the person is insulting them, they must listen. And because it is something most of the present people are affected by, they must be there. What’s the problem with taking the time and hearing what we have to say? They signed up for it! Are their feelings being hurt? Again, they signed for it. We want to represent our best interests, and the weekly meeting is for it. If they don’t like what they hear, or they don’t like it because it is taking a long time, and they are getting tired… it’s better to step down because if you are not doing the job, you are going to sleep there! Allow others to do the job! For example, when Mr. Preciado compared us to San Diego city, it was out of context I can say, because we in Chula Vista are not even 10% of the San Diego population. Chula Vista has less than 300,000 residents. When San Diego passes the 3 million residents. If that makes you tired, step down and go home to sleep. I’m thankful for the Brown Act because it backs us up and helps our freedom of speech not be taken away.  

 Additionally, if you secure a position in the upcoming elections, what commitments will you make to uphold transparency in light of the ongoing issues that result in residents actively participating, especially considering that these individuals' opportunities to speak are potentially being restricted by a council member, one of whom is currently under scrutiny?

I’m glad you asked. One of my plans is to keep the residents of my district informed in one-on-one communication and with a monthly meeting prior to a council meeting so they can express their thoughts and opinions once the agenda is presented. Also, it would be perfect for the residents to request and present their ideas for the benefit of our community. I do not believe in restrictions for the residents. They have the right to say what they need to because if they attend a meeting, it is not a waste of their time; it’s tiring for everyone! It is because they have an interest and or a need and they need to express it. Anything that is affecting them. Also, they are the voters electing you to be represented. You asked for it!


Q2: Upon reviewing your campaign disclosures, it's evident that your campaign has amassed the least fundraising amount among the candidates. There seems to be a lack of available information provides minimal details. Could you explain how your fundraising has been.

I am not asking for donations because I understand the residents, especially in D4, do not have the money to spend on a political campaign. Especially, when I’ve seen people paying for gas with petty change! Plus, wasting money on a political campaign is not worth it...  If they are like me, I am a thrifty person, and I care for the environment. A yard sign, for example, produces a lot of trash, and it is NOT recyclable. If you walk in my district right now, you can still see some of the trash from past years. They only accumulate after the elections. The yard signs are not recyclable, and they are costly. I am asking the residents, PLEASE, if you are going to support me and have backed me up, to create a poster from a poster board from the dollar store or the W-store and be creative! Because I am a WRITE-IN candidate! I am asking them just to be creative and write my name on a poster as WRITE-IN CANDIDATE for Chula Vista City Council District 4 VOTE: LETICIA LARES. I am inviting others to do the same and hang it by their street window. Then, send me a picture of it to post on my social media. Write my name! I thank the people who already told me they are donating bumper stickers and a few yard signs; I promise I will encourage people to dispose of the bumper stickers appropriately once the election passes. Q3: After conversing with several individuals who have endorsed and contributed to your campaign, I've noticed there's a lack of clear policy positions publicly available for voters to evaluate. It seems the only identifiable stance might be a prioritization of public safety. Can you clarify whether, if elected, you plan to impose measures such as mandatory masking for children and widespread lockdowns? Or do you believe that there are valuable lessons to be taken from past instances where elected officials may have overstepped into personal freedoms?

In my family, for example, we all got covid. But I knew before the coronavirus was a cold virus because I read about it years ago. In my family, only one person ended up in the hospital. That person did not like our medicine for protection. And he ended up 26 days in the hospital. After he stayed there, he came out with an oxygen tank behind him. He looked miserable, and after a couple of days, he was invited to take a walk to the beach… After a few minutes of not walking but enjoying only the view of the vast ocean and breathing through the tubes, he noticed the oxygen was altering him and proceeded to remove it from his face. To his surprise, he could breathe deeply and normally again. Was it the salty breeze? We do not know, but in my family, we believe nature has the cure for most diseases. The sun is our vitamin D and works in our body, boosting our cells, boosting our mood, and altering our brain with energy, serotonin, and positivism, along with magnesium. Stay and enjoy the outdoors, my friends! Whether you believe it or not, we were created perfectly! In healthy eating and the outdoors, there is everything we need to be and live free.

I’ve lived in South West Chula Vista all of my life. I attended Castle Park Elementary, Castle Park Middle, and graduated from Castle Park High School. For almost 30 years, I operated my metal fabrication business off of Main Street in Chula Vista. My roots run deep in South West Chula Vista. I came into the political arena as an activist supporting the interest of small businesses along Main Street and the neighborhoods of Chula Vista. Before being elected to the Chula Vista City Council in 2006, I served on the Board of Ethics, the General Plan Update Steering Committee and the Bayfront Citizens Advisory Committee as well as many other civic boards.

While on the Chula Vista City Council, my focus was always to address problems in the neighborhoods. During my tenure, the City was in deep financial crisis due to the great recession. As a council, we managed to stabilize city finances through cost cuts at the same time maintaining essential city services.

We addressed public safety issues through specific community based policing projects and we established paramedic services within our Fire Department for the first time in the history of our City ensuring better emergency care and saving lives in the process. On the issues of growth, we insisted that developers pay, in advance, their fair share for infrastructure improvements in order to mitigate impacts.

As promised when first elected, I started “Public Office Hours” and ultimately held over 100 public meetings in Chula Vista keeping me well grounded in my community.

My experience as a small business owner, civic leader and Councilman make me the best candidate for City Council in the coming election.

Bart Miesfeld earned his Bachelor’s Degree in Engineering from SDSU and his JD from Cal Western School of Law, graduating with highest honors, magna cum laude. He also completed a postgraduate program of instruction at Harvard Law School.

After working as an attorney with a large private firm, Bart joined the Chula Vista City Attorney's office to handle litigation as a Deputy City Attorney. Bart quickly rose through the ranks to Assistant City Attorney, Senior Assistant City Attorney, and was eventually appointed by the City Council as the City Attorney in 2008. Throughout his career in the City Attorney’s Office, Bart worked hard to safeguard taxpayer resources and to improve the quality of life for Chula Vista residents. Bart was responsible for providing legal advice to City Council, boards and commissions, and City departments. He represented the City before all federal, state, judicial, criminal, and administrative agencies.

Outside of his work as City Attorney, Bart has always been passionate about helping students achieve academic and professional success, which led him to become an Adjunct Professor at the University of San Diego School of Law and an invited lecturer at Cal Western School of Law. For almost a decade, Bart taught a trial practice, civil procedure and evidence course. In addition, Bart served as a lecturer at the State Bar of California Annual Conference and as a Faculty Instructor for the San Diego Inn of Court training program.

Bart has also held a number of key leadership positions in the legal profession, including Vice President of the San Diego & Imperial Counties City Attorney Association, a Delegate of the California Bar Association, and the San Diego County Bar Representative to the American Bar Association House of Delegates. Bart was also appointed as a judicial arbitrator by the San Diego Superior Court.
